Meet The Speaker: Mike Clay

Mr. Mike Clay serves as the Memphis District’s Chief of the Hydraulics & Hydrology Branch. In this role, he serves as consultant and technical advisor to the Chief, Engineering & Construction Division, and the District Commander on hydrologic, hydraulic, sedimentation and water quality matters. As overall water control manager for the District, Mr. Clay coordinates the development of resources into project features, ranging from culverts through levees to large channel improvement features on the Mississippi River. Mr. Clay has responsibility for planning an integrated work program, which involves a wide variety of specialized hydraulic and hydrologic engineering studies and investigations, and he performs liaison functions with the Engineer Research and Development Center (ERDC) and is in responsible charge of all hydraulic models for the District. Mr. Clay is also the primary Memphis District liaison with the National Weather Service on hydrologic and rainfall networks particularly during droughts and floods on the Mississippi River and its tributaries.


Mr. Clay has 20 years of engineering experience. He has served as the Chief of the Hydraulics & Hydrology Branch in the Memphis District, U.S. Army Corps of Engineers since 2018. His government service spans back to 2010 at both the Memphis and Walla Walla Districts working in the Mississippi River and Snake River basins. Prior to government service, Mike worked as a consultant for regional, Tennessee based firms. He has a B.S. in Civil & Environmental Engineering from Tennessee Tech University in Cookeville and a M.S. in Civil Engineering from the University of Memphis. Mr. Clay is a registered professional engineer in the state of Tennessee.


Mr. Clay and his wife Ashley are native Memphians and have four children: Savannah, Cohen, Caleb, and Norah.
